It certainly is a carry on, so if you don't pack light you might want to splurge on the bigger size.
I fit enough clothes, shoes and personal items for a 10 day cruise into it. I purchased a Northface "never stop" backpack which attaches well to the handles on this carry-on. I love the compartments/pockets in both items. They compliment each other well. I can see why some would be nervous about the locks. They aren't as sturdy as the handles, zippers, wheels etc, but they haven't given me any issues so far. I would buy again. Love to get the bigger one also!
